"Pepo-khun" Police Safety Character
This is pepo-khun as in the siren noise peee-paaaw! He's the police safety character of Tokyo.
I don't really understand why they covered a nice big clock with his image. Actually, I think it's so I don't realise how much time I've wasted at this place. About 6 hours + 3 hours train travel.
